I would say that this is my favourite city building game. Its smaller scale allows you to focus on the human elements and politics (in a satirical/entertaining way) while building your tropical island. Its simplicity (compared to its successors) makes it more relaxing to play.

Probably the best in the series. Tropico 5 may have better visuals and overhauled UI, and T6 is, well, doing it's own thing I guess, But Tropico 4 is best at scratching that itch when it comes to the fun management and broad complexity/obsurdity in the Tropico series. Kind of the highlight of Haemimont Game's contribution. Not to mention it can practically run on a potato. I spent 2 years between classes playing this on an ASUS Transformer T100 with an Intel Atom Z3740 and integrated graphics. Fun game. City Managing is easy. Traffic control is hard. Viva La Tropico.

Tropico 4 is just an improved version of Tropico 3 with more buildings, unique missions and a few other minor new features. The series does not really fundamentally change its core mechanics until the 5th and 6th Tropico games. The Tropico series is very political and the best part of that is it manifests as game mechanics instead of just in the story , art style and references. Tropico is a city builder where you rush for objectives and accept a lot of inefficiency along the way. Inefficiency is built into the design of the game with shoddy construction, roads that usually refuse to be straight and citizens building slums in random places whenever there is a housing shortage. Your job for this mission is to export bananas and build a statue of yourself, not build a place where people actually want to live. Why educate people when you can bring in an immigrant and give them a big house? Why build a normal sustainable economy when all you need to do is export one really profitable thing? Its a city builder about low-trust societies, export economies in the developing world and the real dangers of even of the most benign dictatorships. Tropico 4 is a great game and definitely worth getting. The DLC is also good, but also not needed to enjoy the game. No key features are locked behind DLC, just more missions to play through and some optional buildings.

If you want to play Tropico, buy this version. Versions 5 and 6 do not bring anything meaningful to the table, while adding elements (like rebels... those @#$^% rebels) which are worse. This version is still fun and the mechanics are achievable and realistic. In mid-2023, I replayed 4, 5 and 6. Newer is not always better with these games. Ask anyone who is into SimCity. I've got the itch again, and am reinstalling Tropico 4. VIVA LA REVOLUCION!
