Loving this game. I see some criticism in reviews I feel are misleading. The AI doesn't stand and fight if they know they are outnumbered, is true, but its really quite sensible. You get Victory points for that. Not as much as if you annihilated their fleet, but it does mean no losses. However not all fights are avoidable. With good intel and good officers you will find that you can ambush AI units (if you want), where they are forced into battle. The game simulates a lot of aspects of naval warfare that games tend to ignore. And intelligence and reconnaissance is a vital part of the game. If your spies don't find out when the enemy ships are like, its hard to identify them. If you don't know where the enemy is, it hard to fight them. If you read about historic naval battles, you find that, even with battleships and aircraft carriers on both, it can be very hard to pin down the enemy location. Note that micro managing the battles is not the big focus of the game, with properly set up divisions, your ships should do well with the AI at the helm. You are the Grand Admiral, your primary task is management (also note you are not head of state, even if you can have massive influence on them). the RNG in the game is part of the simulation. The game is trying to make it so someone from 2024 going back to 1890 can't just do whatever they want using their knowledge of how tactics and designs worked out. So implementing some decisions is part of the tech tree. And there is some randomness (you can choose to increase/decrease it) to how effective things are. And there often has been a lot of uncertainty in naval warfare, so that a ship has a defect, or a plane does not perform as well as expect is really part of the job. I will admit there is a ton going on in the game, and it can be very hard to know what you are missing. Often it can be a massively helpful/important thing. The manual does not go into a lot of detail, and seems to omit some things it probably shouldn't but do turn to it for guidance. Googling can help a lot too. So some tips: use permanent divisions to make ships you want to be deployed together in battle more often. set divisions to have specific roles, so the division will do that automatically in ever battle also rebuilding ships does not use naval yard capacity, and generally faster than building new ships, much faster for larger ships.

Arguably one of the best Naval Sim's out there. The graphics are fairly basic but it get's the info across in a very easy way. Can spend a ton of time on each play through and get entirely different scenarios. Great game.
